~~~ <br />PUBLIC AGENDA SESSION JUNE 13, 2006 <br />The Board of Public Safety met in the Public Agenda Session at 8:02 a.m. on Tuesday, June 13, 2006 <br />with President Jesusa Rodriguez. Board Members Juanita Dempsey, Donald Alford, Patrick D. <br />Cottrell and Bruce J. BonDurant were present. Also present were Police Chief Thomas Fautz, Fire <br />Chief Luther Taylor and Board Attorney Thomas Bodnar. <br />The meeting was held at the Central Fire Station, Main Floor Classroom, 1222 South Michigan <br />Street, South Bend, Indiana. <br />Board members discussed the following item(s) from that list: <br />- Additions <br />Mr. Bodnar stated there were two (2) additions to the agenda, l) Monthly Statistical Analysis <br />for May 2006; and 2) Request for Retirement. Both additions were for the Police <br />Department. <br />- Minutes <br />Mr. Cottrell noted the following changes to the minutes: <br />Page 51, Section "SZUCS" - "Patrick Cottrell, Member, Noted Opposed", should be <br />changed to "Bruce BonDurant, Member (Noted Opposed)". <br />Page 51, Section "SZUCS" - "Seconded by Mr. BonDurant" should be changed to <br />"Seconded by Mr. Alford". <br />Page 52, Section "GADCS" - "Patrick Cottrell, Member, Noted Opposed", should be <br />changed to "Bruce BonDurant, Member (Noted Opposed)". <br />Page 54, Section "PRIVILEGE OF THE FLOOR" -Second Line, "suspension" should be <br />changed to "demotion"; the word "promotion" should be changed to "demotion". <br />Page 59, Section "BURKUS" -Add after "disciplinary action" the words "with an <br />Amendment". Add the word "indefinite" before the word "period"; change the word "a" to <br />«an„ <br />- Swearing in of Firefighters <br />Mr. Bodnar .stated four (4) probationary firefighters will be .sworn in, with an <br />acknowledgment of recruit school completion for one (1) individual. This individual will be <br />acknowledged before the swearing in of the other officers. Chief Taylor recommended a <br />short recess after the swearing in. Chief Taylor suggested the Board of Public Safety <br />members introduce themselves at the 9:15 a.m. meeting. <br />- Promotions -Fire Department <br />Mr. Bodnar stated the promotions are for Firefighters ls` Class. Chief Taylor stated the <br />promotions are for firefighters who have successfully completed three (3) years of service. <br />Mr. Cottrell noted an error in the Chief s letter, noting the letter stated "one yeaz of service", <br />rather than "three (3) years of service". The letter was corrected and given to the Clerk. <br />- Continuance of Hearing - Chazge 06-06 -Fire Department <br />Mr. Bodnar stated the hearing date for Brian Bartlett in the matter of Charge 06-06 was <br />previously set for June 21, 2006. The attorney for Mr. Bartlett has a conflict for this date; <br />therefore all parties including all Board Members confirmed August 30, 2006 would be <br />acceptable. The meeting date of June 21, 2006 would remain a Special Meeting date for <br />filing of new charges for a different individual. <br />-Findings of Fact -Charge 06-OS -Fire Department <br />. Mr. Bodnaz stated the Findings of Fact in the matter of Charge 06-OS were previously <br />approved by the Board of Public Safety. The document would be signed at this meeting. <br />-Working Agreement - 2006 through 2008 -Police Department <br />Mr. Bodnar stated Mr. Chuck Leone, City Attorney, will discuss this document at the <br />Executive Session, and will be bringing the original documents to be signed at the meeting. <br />- Duty Manual Changes (General Orders) -Police Department <br />Mr. Bodnar deferred the explanation to Chief Thomas Fautz. Chief Fautz stated they aze <br />making progress on updating the Duty Manual. The first General Orders include Use of <br />Force, Shoplifting Affidavit, Mobile Video/Audio Recording, Reporting Vehicle Pursuits, <br />Traffic Citation Accountability, CCTV, Downtown Video Cameras, Juvenile Operations, <br />
