South Bend Redevelopment Commission <br />Regular Meeting –September 18, 2009 <br /> <br />6. NEW BUSINESS (CONT.) <br /> <br />B. South Bend Central Development Area <br /> <br />(2) continued… <br /> <br />Commission would be responsible for <br />providing a Phase I Environmental Site <br />Assessment if the purchaser requests it. <br />The last change was in Exhibit B noting that <br />the Bid Specifications will be considered <br />when considering a proposal. <br /> <br />Mr. Varner questioned the logic of being so <br />restrictive in offering the property. He didn’t <br />want a potential developer to be turned off by <br />restrictions. He would want them to bring <br />forward any proposal for the Commission’s <br />consideration. Mr. Inks responded that that <br />is the intent. CBRE will bring all proposals <br />to the Commission, but we wanted CBRE to <br />understand that the Commission may not <br />accept just any proposal brought forward. <br /> <br />Mr. Varner said he thought that putting that <br />statement in writing might scare off an <br />interested buyer. Mr. Inks noted that this is <br />our agreement with CBRE. It won’t be seen <br />by a potential buyer. <br /> <br />Mr. Gibney noted that, particularly for the <br />Colfax and Hill site, there has been <br />significant East Bank neighborhood and <br />business input into a master plan for that lot. <br />They wouldn’t want to see the city disregard <br />that plan. If there is a proposal that is <br />significantly outside that plan, there should <br />be discussion about whether to accept the <br />proposal. <br /> <br />Ms. King asked whether the price shown in <br />Exhibit B is the listing price.
