Jefferson Blvd. <br />South Bend, IN 46601 <br />RE: Proposal for Phase II Environmental Site Assessment <br />SE Corner of Western Ave. and Main Street <br />South Bend, Indiana <br />Proposal No: 09-077 <br />Dear Mr. Schalliol: <br />Phifer Environmental Services, LLC (PES) is pleased to provide this Proposal for Phase <br />II Environmental Consulting Services for the property identified as the southeast corner <br />of Main Street and Western Avenue, in South Bend, Indiana. Our proposal is based <br />upon information obtained during the completion of a Phase I Environmental Site <br />Assessment prepared for the City of South Bend, Community and Economic <br />Development, by Phifer Environmental Services, dated September 14, 2009. The <br />following presents a brief summary of the site history, a discussion of the Recognized <br />Environmental Conditions identified in the Phase I, the proposed Scope of Services for <br />Phase II assessment, and Estimated Cost for performing such services. <br />BACKGROUND INFORMATION <br />The subject site, identified as an approximate 139' x 245' area located at the southeast <br />corner of the intersection of Western Avenue and South Main Street, in the downtown <br />area of South bend, Indiana, is owned by the City of South Bend, Department of <br />Redevelopment. Currently, the northern portion of the subject site is developed as a <br />paved parking lot with access from S. Main Street, to the west. The lot serves as a <br />secondary location for parking for the adjacent U.S. Bankruptcy Courts and local <br />businesses. Evident within the parking area are the concrete supports for light fixtures <br />that have since been removed. The southern portion of the subject site consists of a <br />former building footprint and paved parking areas of the Franny's Restaurant, which was <br />demolished by the City of South Bend, in 2005. <br />From a review of the historical records for the site (identified by address as 114 through <br />122 Western Avenue, and 400 through 418 Main Street), PES identified the historical <br />presence of a gasoline service station (122 Western Avenue) from the period of at least <br />1968 through 1975, with the structure having been demolished circa 1986.
