Area Board of Zoning Appeals -September 2, 2009 <br />MR. URBANSKI: Has this been purchased already or is this contingent upon this? <br />MR. DANCH: No this has already been purchased. I believe they've owned it since, my records indicate <br />January 10, 2007. Just to give you a little background on and I know hopefully you've read some of the <br />letters from the residents, now I don't know if all that's true but apparently there was either a drug dealer that <br />owned this house prior back in 2006 or maybe even before that. Apparently obviously they were incarcerated, <br />went to jail, however that worked out. The house I believe was foreclosed. I don't know all the exact details <br />and I'm sure maybe somebody else knows a little more about that than I do about that. The house sat vacant <br />for quite a period of time. The bank didn't do anything with it. It went into complete disrepair. They picked <br />it up at a distressed portion because I think the bank wanted to get rid of it. And then from that point forward <br />it took them probably about 18 months to almost 2 years to just fix everything that was wrong with the house <br />because it was in such a poor condition. Now they kind of fixed everything up and that's the point their up to. <br />MR. FEDDER: The other question I had is attached to this Hope House is a number of letters that appear to <br />be in support of the petition. <br />MR. DANCH: Okay. <br />MR. FEDDER: And these letters appear to be people that not either in close proximity to or live here or <br />maybe some place in South Bend. Somebody lives on Eddy Street. Somebody lives on Roundtree Place. <br />Somebody lives on Ostego. I guess my point is the people that are speaking in favor of this are not residents <br />in conjunction or close to the project. Am I correct? <br />MR. DANCH: The letters that I saw Ken, the same ones that were sent to me by Carolyn, I saw those too. I <br />think they are familiar with Lashon Gurrola and her background.. . <br />MR. FEDDER: So they're speaking more to the operators than they are to the ... <br />MR. DANCH: From a community aspect of it, that's what they were taking a look at. Not that they were next <br />door rieighbors to what was going on. <br />MR. HAWLEY: You mentioned that the girls would be age 8 to 18? <br />MR. DANCH: No. Actually it's 10 to 18. When you took a look at that Hope House organization, the way <br />we've set our petition up and the way we described everything, the girls would only be from 10 to 18. <br />MR. HAWLEY: And would there be a maximum number of girls that would be there at one time? What <br />would be the maximum? <br />MR. DANCH: The actually maximum number and again it's part of our petition is only 8 girls and that's it. <br />They can't have more than that. <br />MR. HAWLEY: They could have 6 or they could have 4? <br />11 <br />
