RESOLUTION ~ ~ ~ ~ - ~ <br />Substitute Bill No. 09-58 as amended <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />RECOMMENDING THAT ALL BOARDS AND COMMISSIONS WHICH HAVE COUNCH, <br />MEMBERS SERVING A5 A REPRESENTATIVE ON SUCH ENTITIES HOLD THEIIt BOARD <br />OR COMMISSION MEETINGS AT TIMES AND DATES WHICH <br />DO NOT CONFLICT WITH THE MEETINGS OF THE SOUTH BEND COMMON COUNCIL <br />~~~~ the Common Council of the City of South Bend, Indiana, notes that the South <br />Bend Common Council is charged by both state and local laws with appointing Council <br />Members to various boards and commissions; and <br />~y~~, the Common Council further recognizes that members of the South Bend <br />Common Council currently serve on many boards and commissions including the Area Plan <br />Commission, Downtown South Bend (DTSB), the St. Joseph County Economic Development <br />Commission, the Michiana Area Council of Governments (MACOG), Neighborhood Resources <br />and Technical Services Board (NRC), Project Future, the Solid Waste Management Board, the <br />Urban Enterprise Association, Morris Entertainment, Inc., the Century Center Board of <br />Managers, the Studebaker Museum Board, and TRANSPO; and <br />~e~ each of the members of the South Bend Common Council is dedicated to the <br />Council's Mission Statement which provides that the Council is: <br />"To make certain that our City Government is always responsive <br />to the needs of our residents and that the betterment of South Bend <br />is always our highest priority"; and <br />~y~x~, the Common Council in collaboration with the City Administration believe in <br />implementing governmental best practices, programs and initiatives which have performance- <br />based measures; which encourage citizen participation, accountability; access; and information- <br />sharing which enhance accountability and responsiveness to the citizens of South Bend. <br />as follows: <br />Section I. The South Bend Common Council believes that it is in the best interests of all <br />boards, commissions and other entities which have Council Members as a part of the <br />memberships to provide opportunities for such individuals to fully participate by having the <br />meetings of such boards, commissions and other entities set on times and dates which do not <br />conflict with the meetings of the South Bend Common Council and its eleven (11) standing <br />committees. <br />
