FY 2008 WEED AND SEED COMMUNITIES APPLICATION <br />E~ _ l <br />~v -'l <br />The percentage of juvenile burglaries occurring in the proposed area increased <br />from 15.1% of the total in 2004, to 32.1% of the total in 2006. <br />The percentage of juvenile sex offences occurring in the proposed area increased <br />from 2.8% of the total in 2004, to 23.8% of the total in 2006. <br />The percentage of juvenile vandalism occurring in the proposed area increased <br />from 10.3% of the total in 2004, to 19.2% of the total in 2006. <br />Description: Part 1 Crimes (Data 2003, 2004, 2005) <br />See attached table of Part 1 Crimes data for 2003-2006 for adults III A 1. <br />Description: Part 2 Crimes (Data 2003, 2004, 2005) <br />See attached table of Part 2 Crimes data for 2003-2006 for adults III A 2 <br />Number of serious/violent adult and juvenile offenders returning to <br />community over the past 3 years, and number anticipated to return <br />during the coming 5-year period: <br />During a recent three year period (2004-2006) the state Indiana Department of <br />Corrections (IDOC) reported: <br />1,412 adult ex-offenders returned to St. Joseph County. <br />. Of those, 1,121 (79.4 percent) returned to South Bend. <br />• Of those, 184 (16.4 percent) returned to the proposed area. <br />IDOC reports that based on the earliest possible release dates for the years 2008-2012: <br />• 524 adult ex-offenders expect to return to St. Joseph County. <br />• Of those, 393 (75 percent) expect to return to South Bend. <br />Of those, 48 (12.2 percent) expect to return to the proposed area. <br />The numbers are deceptively low because they do not include <br />crimes/incarceration/releases that haven't occurred yet. <br />Similar figures for youth are not available in this jurisdiction. <br />III. B. Social Problems and Needs <br />Description of social problems that contribute to crime in the Weed and <br />Seed area, including data from 2003, 2004, and 2005: <br />The W&S area is challenged by the unemployment, poverty and educational status of <br />many of its residents. Each of these creates an individual situation but collectively frames <br />a population that has difficulty with quality of life issues, lack of opportunity for living <br />wages, and inability to maintain decent housing. Additionally, many who may have <br />moved beyond this stage have been caught in the housing opportunities of the recent past <br />that may now be failing. The physical condition of the area, given it contains one third of <br />all vacant and abandoned homes in the city, is indicative of significant problems. <br />According to the 2000 Census, in the proposed area: <br />Unemployment = 13% <br />Poverty = 26% <br />F:\DATA\SHARE\DPND\Wecd&Seed\2008 Application\2008 Application\Final format for application.doc <br />
