Active <br />development process underway to raise $10M from the South Bend <br />community <br />III. PROBLEMS AND NEEDS ASSESSMENT/ANALYSIS (Use "bullet format" to capture key <br />points/elements.) <br />III. A. Adult/Juvenile Crime and Reentry <br />Adult Crime <br />Between 2003 and 2006, the percentage of all Part 1 Crimes reported in South Bend <br />(except for Theft/Larceny) occurring in the proposed Weed & Seed site exceeded 12 <br />percent. (The population of the proposed area is 12 percent of the city total.) During that <br />period (2003-2006): <br />• 27 % of all homicides in South Bend occurred in the proposed area <br />• 26 % of all arsons <br />• 19 % of all robberies <br />• 17.9 % of all aggravated assaults; and <br />• 17.8 % of all rapes. <br />The percentage of all Part 2 Crimes during the 2003-2006 period reveal a similar <br />concentration: <br />• 29.9 percent of all weapons violations in the city were in the proposed area; <br />. 26 % of all drug violations; <br />• 21.6 % of all disorderly conduct arrests; and <br />• 17.4 % of all child abuse/neglect cases. <br />Juvenile Crime <br />The 2000 Census counted 5,356 youth 17 and under in the proposed area, 18.2 percent of <br />all youth 17 and under in the city. <br />Between 2004 and 2006, the percentage of arrests involving youth from the proposed <br />area increased: from 206 to 216 (14.1 percent of the total in 2004 to 17.3 percent of the <br />total in 2006.)
