South Bend Redevelopment Commission Rescheduled Regular Meeting -August 26, 2009 properties intended to be acquired in connection with the Coveleski area planning. He said the public needs to see that there is an end in sight, not just continual, expensive acquisition. Mr. Gibney responded that they are the final acquisitions for the neighborhood plan. The Manor, owned by Madison Center, has been added outside of the planning area because of its deteriorated condition. It is vacant and will be demolished with no immediate use other than temporary surface parking. Mr. Inks noted that only one of these five properties is in the strategy to be implemented over the next several years. The other four are on the list because they represent a site that may have future development potential. If we get a proposal for that site, we want to be able to move quickly to acquire those properties. We are not planning to acquire them at this time, without imminent development opportunity. Ms. Jones noted that the Commission does not like to acquire and hold property. But it is important to plan ahead and be ready for a development opportunity when it presents itself. Acquisition and land clearance takes a lot of time. We try to maintain a reasonable amount of land to respond to opportunity, not more land than the market can respond to. Upon a motion by Mr. Downes, seconded by Ms. King and unanimously carried, the Commission approved Resolution No. 2595 amending the Development Plan for the South Bend Central Development Area and adding one or more parcels to the List of Parcels to be Acquired.
