South Bend Redevelopment Commission <br />Rescheduled Regular Meeting -August 26, 2009 <br />will be a restriction that for twenty-five years <br />its use must remain anon-profit, fine arts <br />studio and gallery. If it does not, the <br />property will revert to the Redevelopment <br />Commission. <br />Mr. Inks noted that the Commission <br />originally purchased the site for parking in <br />the East Bank. But with completion of the <br />East Bank Plan, that site is now part of an <br />"arts corridor" and Fire Arts is an appropriate <br />use for that. Staff recommendation is to sell <br />the property to Fire Arts. <br />Upon a motion by Mr. Downes, seconded by <br />Mr. Varner and unanimously carried, the <br />Commission approved the Agreement by and <br />between the City of South Bend Department <br />of Redevelopment and Fire Arts, Inc. (305 E. <br />Colfax) <br />(2) Staff report on Howard Park <br />Neighborhood Master Plan. <br />Mr. Kain distributed copies of the Howard <br />Park Neighborhood Master Plan (Phase II of <br />the East Bank Village Master Plan). He <br />noted that the East Bank Village Master Plan <br />Phase I was completed in 2008. <br />The potential relocation of the Transpo <br />maintenance facility to Ignition Park will <br />open up about 25 acres for development. <br />Staff realized that the river front was under <br />utilized and we did not have a strategic plan <br />for the area. The Commission hired the same <br />consultant that worked on the East Bank <br />Village Master Plan, JJR, to develop the <br />Howard Park Neighborhood Master Plan. <br />JJR used a series of charrettes to solicit <br />suggestions from stake holders.
