Staff Report <br />APC # <br />Owner: <br />Location: <br />Jurisdiction: <br />2461 -08 <br />BRC South Bend, L.L.C. <br />Between 3515 McKinley <br />Drive <br />City of South Bend <br />Avenue and approximately 125 feet east of Preston <br />Requested Action: <br />The petitioner is requesting a zone change from CB Community Business District to M172 High <br />Density Multi - Family District to allow. <br />Land Uses and Zoning: <br />On site: <br />The site is vacant property with a driveway running through it. <br />North: <br />To the north are single family homes. <br />East: <br />To the east are commercial buildings. <br />South: <br />To the south are single family homes. <br />West: <br />To the west are single family homes. <br />District uses and development standards: <br />The "MF2" Multi - Family Residential District is established to protect, promote and maintain the <br />development of high density multifamily dwellings and to provide for limited public and <br />institutional uses that are compatible with a multifamily residential neighborhood. The <br />development standards are designed to promote the establishment of multifamily dwelling <br />projects with on site amenities. <br />Site plan description: <br />The site is approximately 16.08 acres. The site plan shows 13 two story buildings with 16 units <br />each. The project has a proposed density of 12.9 units per acre. In addition the site plan indicates <br />an approximately 2,200 square foot Club House. Buildings will cover approximately 18% of the <br />site. Parking and pavement will cover an additional 30% of site. Five percent of the site will be <br />developed as recreational open space. The remaining 47% of the site will consist of open space. <br />463 parking spaces are proposed. Type A open landscaping is required along the entire perimeter <br />of the site. In addition to the perimeter landscaping, Type C full screening will be added along <br />the northern property line, between to the access drive and the residences to the north. <br />Zoning and land use history & trends: <br />Prior to the adoption of the latest zoning ordinance in 2004, the site was zoned B Multifamily and <br />C Commercial. <br />Traffic and transportation considerations: <br />McKinley Avenue has four lanes. <br />Utilities: <br />The site will be serviced by municipal sewer and water. <br />BRC South Bend, L.L.C. <br />#2461 -08 <br />Page 1 of 3 <br />
