RESOLUTION <br />A RESOLUTIOl~ OF THE COM~IOI`t COUNCIL OF THE CITY OF SOUTH BEIOTD, IledDMA, <br />RECOIVINIEENDING THAT ALL BOARDS A1~D COMNIISSIOI~IS WHICH HAVE COUNCIL <br />10'IEMBERS SERVING AS A REPRESEl\tTATIVE Olmi SUCH EIeTTITIES HOLD THEIR BOARD <br />OR COMIVIISSION MEETINGS AT TIlVIES AND DATES WHICH <br />DO NOT CONFLICT WITH THE MEETINGS OF THE SOUTH BEND COMMOl®T COUNCIL <br />Gam the Common Council of the City of South Bend, Indiana, notes that the South <br />Bend Common Council is charged by both state and local laws with appointing Council <br />Members to various boards and commissions; and <br />C~~~ea6, the Common Council further recognizes that members of the South Bend <br />Common Council currently serve on many boards and commissions including but not limited to <br />the Area Plan Commission, Downtown South Bend (DTSB), the St. Joseph County Economic <br />Development Commission, the Michiana Area Council of Governments (MACOG), <br />Neighborhood Resources and Technical Services Board (NRC), Project Future, the Solid Waste <br />Management Board, the Urban Enterprise Association, Morris Entertainment, Inc., the Century <br />Center Board of Managers, the Studebaker Museum Board ;and <br />CZ~ each of the members of the South Bend Common Council is dedicated to the <br />Council's Mission Statement which provides that the Council is: <br />"To make certain that our City Government is always responsive <br />to the needs of our residents and that the betterment of South Bend <br />is always our highest priority"; and <br />~~~ the Common Council in collaboration with the City Administration believe in <br />implementing governmental best practices, programs and initiatives which have performance- <br />based measures; which encourage citizen participation, accountability; access; and information- <br />sharing which enhance accountability and responsiveness to the citizens of South Bend. <br />c~1/ous, c~Tl~, ~ it~a/ ~ /~ ~ ~o~~ ~o~~~l~tne 4~'0~ ~c~.+.~ ~~; c~~.~, <br />as follows: <br />Section I. The South Bend Common Council believes that it is in the best interests of all <br />boards, commissions and other entities which have Council Members as apart of the <br />memberships to provide opportunities for such individuals to fully participate by having the <br />meetings of such boards, commissions and other entities set on times and dates which do not <br />conflict with the meetings of .the South Bend Common Council and its eleven (11) standing <br />committees. <br />Section II. The South Bend Common Council therefore recommends that each board, <br />commission or other entity which has a Council Member as a sitting representative establish the <br />
