2. Objectives (as defined in Section III C of the Development <br />Plan) <br />The objectives of the Development Area Plan are: <br />• to stimulate private sector investment within the <br />neighborhood, including new construction, <br />rehabilitation, and the reuse of vacant or underutilized <br />land, buildings and facilities; <br />• to coordinate and wide existing economic revitalisation <br />strategies, physical redevelopment programs and human <br />and social service programs of private sector <br />stakeholder organizations and public and non-profit <br />agencies within a comprehensive Development Plan; <br />to implement the most current land use and zoninU <br />recommendations of the Area Plan Commission of St. <br />Joseph Cuunty and the South Bend Common Council, <br />which encourage urban residential density and mixed- <br />use development, where appropriate; <br />• to promote design standards that respect and conserve <br />the architectural and social fabric of the neighborhood; <br />• to minimize the intrusion of negative impacts of <br />commercial development on the adjacent residential <br />areas, such as vehic~dar traffic, noise, trash and other <br />nuisances; <br />• to improve vehicular traffic circulation patterns in the <br />area for the public safety benefit of all South Bend <br />residents and visitors; <br />• to encourage a balanced transportation system within <br />the area that provides for and accommodates multiple <br />forms of transportation, including automobile, bus, <br />bicycle and pedestrian traffic. <br />Designation History <br />1. The Northeast Neighborhood Development Area was <br />designated on November 17, 2003, by Declaratory <br />Resolution 20I 6 of the South Bend Redevelopment <br />Commission. <br />
