The purpose of the establishment of the Northeast Neighborhood <br />Development Area as described in Section IA of the Northeast <br />Neighborhood Development Area Development Plan (the <br />"Development Plan") is as follows: <br />~I~o set forth an organizing vision, mission statement, <br />strategy and action plan for the economic revitalization and <br />physical redevelopment of the area of the city known as the <br />Northeast Neighborhood; <br />• To designate a new development target area and taa <br />increment allocation area within the City of South Bend; <br />To establish a Framework for an ongoing collaborative <br />planning effort involving Northeast Neighborhood <br />residents, business owners, civic associations- institutional <br />partners and local government. <br />b. Guals and Objectives of the Development Plan <br />Goals (as defined in Section III B of the Development Plan) <br />The goals of the Development Area Plan are: <br />• to ensure nei~=hborhood stability and sustainability for <br />the benefit of current and future residents and business <br />owners; <br />• to protect and increase the property tax base ohthe area; <br />• to introduce a variety of retail services to serve cutYent <br />residents and support residential growth; <br />• to create employment opportunities through new retail <br />and commercial development; <br />• to encourage housing options for a diversity of <br />household types, age groups, and income levels; <br />• to improve conditions that determine the overall <br />livability of the Northeast Neighborhood, including its <br />physical environment, social capacities, economic <br />viability, public safety concei7is and connections with <br />the wider comnumity. <br />• <br /> <br />
