2. The Commission further finds that the conditions set forth in Paragraph 1 <br />• exist to such an extent that such conditions cannot be corrected by regulatory process or by the <br />ordinary operations of private enterprise without resort to the provisions of the Act. <br />3. The Commission further finds that the public health and welfare will be <br />benefited by acquisition in and redevelopment of the Area under the provisions of the Act. <br />4. The staff of the Commission is hereby instructed to prepare or cause to be <br />prepared maps and plats showing the boundaries of the Area, the location of various parcels of <br />property, streets, alleys, and other features affecting the acquisition, clearance, replatting, <br />replanning, rezoning, redevelopment or urban renewal of the Areas and the parts of the Area that <br />are to be devoted to public ways, levees, sewerage, parks, playgrounds, and other public <br />purposes under the urban renewal plan for the Area. <br />This Resolution shall be in full force and effect after its adoption by the <br />C] <br />• <br />Commission. <br />ADOPTED at a meeting of the South Bend Redevelopment Commission held at 1308 <br />County-City Building, 227 W.
