contract shall be fined $10.00 in the event the vehicle is pazked in violation of the contract. <br />SECTION II. The following hourly rates shall be chazged for individual vehicles parked at <br />City operated pazking garages from and after the passage and publication of this ordinance until the <br />end of the Leighton Plaza Project construction, at which time rates will be reviewed: <br />Hours <br />0 to 2 hours Free <br />2 to 3 hours $1.00 <br />3 to 5 hours $2.00 <br />5 to 24 hours $3.00 <br />Special Events $2.00 <br />SECTION III. This Ordinance rescinds and supersedes all prior ordinances setting rates for <br />municipal pazking facilities. <br />SECTION IV. Nothing herein shall affect rights and liabilities accrued prior to the effective <br />date of this ordinance. <br />SECTION V. If any portion of this Ordinance shall be declazed illegal or unconstitutional, <br />that determination shall not affect the balance thereof. <br />SECTION VI.
