In such cases as the Utility <br />may deem it impractical to install a meter for temporary service, there shall be a <br />minimum monthly charge of twenty dollars ($20.00). If the water consumption <br />computed at approved rates is known to be in excess of the twenty dollars <br />($20.00) m;n;mum charge, an authorized agent of the Utility shall have the right <br />to estimate said water usage and the estimated usage shall be billed at the <br />approved meter rates. <br />Section II. Sales for Resale <br />Customers such as suburban utilities, reselling water to their customers, shall <br />incur a surcharge of forty-four percent (44%) added to the rates and charges. <br />Section III.
