,~~ <br />~ '' ~ <br />Personnel and Finance Committee <br />' 2009 South Bend Common Council <br />The June 8, 2009 meeting of the Personnel and Finance Committee of the South Bend <br />Common Council was called to order by its Chairperson, Council Member Thomas <br />LaFountain at 3:15 p.m. in the Council's Informal Meeting Room <br />Persons in attendance included Council Members Varner, Rouse, White, Henry Davis, Jr., <br />LaFountain, Puzzello, and Dieter; City Controller M. Catherine Fanello, Rita Kopola, <br />Martha Lewis, Winona Hays, and Kathleen Cekanski-Farrand, Council Attorney. <br />Council Member LaFountain noted that the Committee Members include Council Members <br />White, Varner, Oliver Davis, and himself; and that a quorum was present. <br />Bill No. 39-09 Bill Amending Ordinance No. 9822-08 Addressing the Proposed <br />Adjustment of Wages of the Water Works Shut Off Clerk: <br />Council Member LaFountain called for a presentation on Bill No. 39-09 which is a request <br />to amend Ordinance No. 9822-08 addressing Teamster Employee Wages for 2009-2010. <br />City Controller M. Catherine Fanello made the formal presentation. Ms. Fanello noted that <br />she has checked every single City employee's hourly wages, and as a part of that review <br />she found that one (1) position was listed higher than the amount set forth in the Teamster <br />contract. She noted that one (1) employee was entitled to incentive pay which dates back <br />to 1998 which she termed a "legacy cost". This employee is near retirement and has <br />worked for the City for 29 years. The ordinance would correct the amount for this <br />employee only. <br />In response to a question from Council Member White, Ms. Fanello noted that the <br />ordinance would be retroactive to 01-01-09. <br />There was no one from the public to speak in favor or in opposition to the Bill. <br />Council Member White made a motion, seconded by Dr. Varner that Bill No. 39-09 receive <br />a favorable recommendation. The motion passed. <br />Bill No. 09-46 Request for Approval of a Scrap Metal Operation License: <br />Council Member LaFountain called for a presentation on Bill No. 09-46 which would <br />approve the license application for Indiana Auto Parts located at 3300 S. Main Street. <br />Winona Hays, Ordinance Violations Clerk made the formal presentation. Ms. Hays stated <br />that the renewal of the business license for Indiana Auto Parts doing business at 3300 S. <br />Main Street was referred to the Police Department, the Fire Inspection Bureau, Water <br />
