Additional information: (Agency comments) <br />The Department of Community and Economic Development is planning for the <br />development of an 8' walkway along the south side of Ireland Rd. The Department is <br />working on a project that might also include the closure of Hawbaker St. at some future <br />date. <br />1. Comprehensive Plan: <br />Policy Plan: <br />City of South Bend Comprehensive Plan. November 2006 <br />Objective LU 2: Encourage a compatible mix of land uses in the community <br />Policy LU 2.2: Pursue a mix of land uses along major corridors and other locations <br />identified on the Future Land Use Map. <br />Objective LU 6: Focus development efforts within the Service Area <br />The rezoning is consistent with the Comprehensive Plan's economic development <br />and land use policies. <br />Land Use Plan: <br />City of South Bend Comprehensive Plan November 2006 <br />Future Land Use Plan: The map shows this property as residential. <br />The rezoning is not consistent with the Future Land Use Map. <br />2. Current conditions and character: <br />The area along Ireland Road has a variety of uses including recreation to the north (golf <br />course); institutional to the south and west (church and daycaze); residential and cemetery <br />to the neaz east; and commercial uses on and east of High Street. <br />3. Most desirable use: <br />The most desirable use for this property is residential and/or local business commercial. <br />4. Conservation of property values: <br />The surrounding property values should be conserved with the LB rezoning. <br />5. Responsible development and growth: <br />It is responsible development and growth to consider the practical adaptations of <br />property. . <br />Recommendation: <br />Based on information available prior to the public hearing the staff recommends that this <br />petition be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />The development pattern along Ireland Road has been primarily commercial retail and <br />office uses with pockets of viable residential.
