Staff Report <br />APC # 2514-09 <br />pier; Kathy Jaworski & Richard Eichstedt <br />Location: 614 East Ireland Road <br />Jurisdiction: City of South Bend <br />Requested Action: <br />The petitioner is requesting a zone change from SFI Single Family and Two Family <br />District to LB Local Business District to allow a retail flower shop. <br />Land Uses and Zoning: <br />On site: On site is a single family home <br />North: To the north is Erskine Golf Course zoned SFI Single Family & Two <br />Family District <br />East: To the east are single family homes zoned SF1 Single Family & Two <br />Family District <br />South: To the south is the Ve~~itas Academy and a day Gaze center zoned SF1 <br />Single Family & Two Family District <br />West: To the west is a church zoned SF1 Single Family & Two Family District <br />District uses and development standards: <br />The "LB" Local Business District is established to provide for small business groupings <br />located outside of the village style mixed use concept and which provide for the full <br />range of convenience uses necessary to meet the daily needs of nearby residential <br />neighborhoods. Permitted uses within the "LB" Districts aze regulated in character to' <br />assure harmonious development with the nearby residential districts served and are <br />limited in size and scale to promote pedestrian access. <br />Site plan description: <br />The site is approximately 32,235 square feet. Parking areas proposed for the site include <br />six spaces on the north, and six spaces on the south side of the building for a total of <br />twelve pazking spaces. Parking, drives, and paved street consist of 26% of the site. A <br />2,796 square feet (8% of site) building is shown on the site plan which includes a 1,300 <br />+/- square foot existing single family home and an 1,496 +/- addition for studio and <br />storage space. The remaining 66% of the site will remain open space. <br />Zoning and land use history & trends: <br />Three properties at the northwest comer of High St. and Hawbaker St., are zoned other <br />than residential. Only one of these properties uses Hawbaker St. for access. la 2003, the <br />property to the east at the corner of High St. and Ireland Rd., was rezoned to commercial <br />for a bank. <br />Traffic and transportation considerations: <br />Ireland Rd. has four lanes.
