Additional information: (Agency comments) <br />The City Engineer had the following comments: Recommend approval subject to <br />drainage plan and access plan in final site plan. Wish to reduce cuts on Michigan Street <br />curb and review drainage plan. <br />1. Comprehensive Plan: <br />Policy Plan: <br />City Plan, South Bend Comprehensive Plan, November 2006 <br />Objective PF 1.2: Maintain and enhance essential community assets. <br />Land Use Plan: <br />LU 2.2 Pursue a mix of land uses along major corridors and other locations <br />identified on the Future Land Use Map. <br />Plan Implementation/Other Plans: <br />South Gateway Commercial Corridor Action Plan, July 1998 <br />The Planning Issues South Bend South Gateway Commercial Corridor map shows <br />the subject property as being the vacant Busk Brothers site. The subject property is <br />listed as site #24 on the Middle Mixed Use Sector -Development Sites map. <br />Proposed uses for the site are listed as Office, Retail, and Commercial. <br />2. Current conditions and character: <br />The building is currently a vacant retail center. .Property on the east side of Michigan <br />Street includes the South Bend Motel and a professional office building. The property <br />south of Sherwood Street is occupied by a rehabilitation clinic. The majority of the <br />surrounding area to the east and north are single family homes; to the south and <br />southwest is a large church, and businesses. <br />3. Most desirable~nse: <br />The most desirable use for this property is to accommodate the adaptive re-use of the <br />. buildings to a use that can be compatible with the surrounding area. <br />4. Conservation of property values: <br />Surrounding property values should not be negatively affected. <br />5. Responsible development and growth: <br />It is responsible development and growth to allow the expansion and adaptive re-use of <br />buildings and accommodate uses that can act as a transition from more intense uses to <br />residential uses. <br />Recommendation: <br />Based on information available prior to the public hearing, the staff recommends that the <br />petition be sent to the Common Council with a favorable recommendation. <br />Analysis: <br />This rezoning will allow for the adaptive re-use of a vacant building. The proposed <br />school will be a community asset that is consistent with the surrounding land use.
