EXHIBIT F <br />Operational Obligations <br />In exchange for the consideration provided under the Agreement by Commission, WNIT expects <br />to provide the following services and benefits in the following categories: <br />• Economic Development <br />o At least 52.5 million for construction payroll and building materials. <br />o At least 51.2 million for furnishings. technology and miscellaneous <br />expenses. <br />o Employ approximately 40, and at least 30, WNIT staff with annual payroll <br />and benefits starting at $12 million. <br />o Expend annual expenditures starting at 51.5 million. <br />o ]ncrease in payroll taxes paid to the city. <br />o Rehabilitate downtown property that would otherwise likely remain <br />vacant. <br />o Act as a technology hub operating in the public interest for broadcast, <br />using fiber such as the MetroNet and I-Light ?, microwave and other <br />wireless technology. <br />o Produce and broadcast programs that bring important discussions about <br />regional economic development to the public. <br />• Arts and Cultural <br />o The station will become a huh for the region, attracting arts and cultural <br />events and activities to the downtown area. Connectivity between arts and <br />cultural venues in the City will be enhanced through the technology assets <br />owned by the station. <br />o The station will promote downtown arts activities, and help to create <br />audiences for performances at the Morris Performing Arts Center, South <br />Bend Civic Theater, Broadway Theater League, ArtBeat and exhibits at <br />the Center for History, Studebaker Museum among others. <br />o ~wTIT provides training for students interested in artistic expression <br />through the media arts. <br />Paae 10 oi~ 12 <br />
