ORDINANCE NO. ~ ~ I ' ~ / <br />AN ORDINANCE AMENDING ORDINANCE NUMBERS 8808-97 AND 8889-98 <br />ADDRESSING THE ANNUAL PAY AND MONETARY <br />FRINGE BENEFITS FOR MEMBERS OF THE SOUTH BEND POLICE DEPARTMENT <br />FOR CALENDAR YEARS 1999, 2000, AND 2001 <br />STATEMENT OF PURPOSE AND INTENT <br />On July 28, 1997, the South Bend Common Council passed Ordinance 8808-97, fixing the <br />annual pay and monetary fringe benefits of sworn members and officers of the South Bend Police <br />Department for the calendar years 1998 through 2001. <br />Since the passage of the Police Department Salary Ordinance in 1997, the South Bend Police <br />Department has undertaken a reorganization of the Investigative Division in a continuing effort to <br />attract qualified individuals and address pay inequalities which have arisen over the years. The <br />reorganization involved establishing different levels for Corporals, based on experience and expertise. <br />To this purpose the South Bend Common Council passed Ordinance No. 8889-98 on February 23, <br />1998. <br />The purpose of the reorganization was to provide the same compensation for investigators <br />based upon the level of expertise they held within the bureau, rather than the permanent rank held by <br />the investigator. To achieve that end, a slight adjustment needs to made for Level III Investigators <br />holding the rank of Corporal. Ordinance 8889-98 inadvertently omitted a section referencing the Sick <br />Leave Cost Reduction Program. That section is being restored retroactively here. Finally, certain <br />Sections of Ordinance 8808-97 are renumbered to prevent duplication. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY <br />OF SOUTH BEND, INDIANA, as follows: <br />Section I. Detective Classification Pav. <br />Ordinance 8808-97 is further amended by substituting the following paragraph (S)(1) of <br />Section III: <br />(S)(1) Swom members holding the rank of Corporal and assigned to the Investigative <br />Division of the Police Department on a full time basis who are qualified shall be entitled to <br />receive the following additional pay: <br />Investigative Level 1999 2000 2001 <br />Level III 2363 2313 2063 <br />Level II $900 $900 $900 <br />
