Dieter <br />First District <br />Henry Davis, Jr. <br />Second District <br />Thomas LaFountain <br />Third District <br />April 8, 2008 <br />Members of the South Bend Common Council <br />4~' Floor County-City Building <br />South Bend, Indiana 46601 <br />Re: Cost Recovery for Special Police Services <br />Dear Council Members: <br />(574) 235-9321 <br />Fax (574) 235-9173 <br />TDD (574) 235-5567 <br />http://ww~v southbendin.gov <br />Last year, we were part of the team which represented the South Bend Common <br />`Council on the City Advisory Negotiating Team during the negotiations with the <br />Police Officers representing the Fraternal Order of Police South Bend Lodge No. 36. <br />During those bargaining sessions, all parties agreed to look into all reasonable <br />mechanisms to address possible new sources of revenue to assist in the financing of <br />needed public safety services. <br />Ann Puzzello We are pleased to introduce for your consideration an ordinance which would create <br />Fourth District reasonable and just rates and charges for such special police services involved for <br />non-municipal dignitary protection. <br />David Varner <br />Fifth Disuict In 2008, non-municipal dignitary protection costs to the South Bend Police <br />Department for time reflected in blue cards submitted for payment was $16,513. <br />Oliver J. Davis That cost does not reflect additional costs incurred by the Police Department to <br />Sixth District provide such special police services. In light of the location of the airport, our police <br />department is called upon on numerous occasions to provide dignitary protection for <br />Al "Buddy' Kirsits individuals who attend events located outside of the city limits. Last year's events at <br />At Large <br />Mishawaka High School, and an event held in Elkhart earlier this year, are just some <br />Timothy A. White On November 10, 2008, Police Chief Darryl Doykins summarized the numerous <br />At Large cost-saving measures he implemented in 2008 and those that would be in place in <br />2009 for the South Bend Police Department: Despite those policies, unanticipated <br />costs like those incurred for dignitary protection go above and beyond the regular <br />police services. We believe that user fees for special police services are needed in <br />order to maintain the quality and the level of police services which are expected and <br />needed by the South Bend community. We further believe that police service fees <br />and charges for special police services are necessary, in order to assure that the <br />quality of public safety services to the citizens of South Bend are not jeopardized or <br />compromised. <br />
