STANDARDS FOR SPECIAL EXCEPTIONS I.C. 36-7-4-918.4 <br />(1) The proposed use will not be injurious to the public health, safety, comfort, <br />community moral standards, convenience or general welfare; <br />The proposed telecommunications tower would make no sounds, emit no odors, <br />or generate any additional traffic in the area. The site would be uninhabited, and its <br />installation would not change drainage patterns, or require sewer of water utilities. <br />The proposed tower will improve public safety by providing space on the tower <br />for public safety and law enforcement use, and improve the access and reliability of <br />cellulaz phone coverage (including 911) in the azea. <br />(2) The proposed use will not injure or adversely affect the use of the adjacent area <br />or property values therein; <br />New telecommunications towers aze permitted Special Exceptions in Light <br />Industrial districts. The proposed tower will not adversely affect or disrupt the <br />adjoining properties in any manner. It will only disturb an 81' by 110' leased parcel of <br />land on a commercial property. <br />(3) The proposed use will be consistent with the character of the district in which it is <br />located and the land uses authorized therein; and, <br />The district is zoned Light Industrial. The proposed site is a vacant parcel on a <br />commercial property that is adjacent to properties that are classified and being used either <br />for commercial or industrial purposes. <br />(4) The proposed use is compatible with the recommendations of the City of South <br />Bend Comprehensive plan. <br />The proposed tower would facilitate wireless telecommunications services to the <br />residents and business of South Bend. The proposed tower will comply with South <br />Bend's tower development standards, and it will be constructed to co-locate four wireless <br />communications providers thereby reducing the need for additional towers in the azea. <br />
