Joan Godmilow 1950-99 <br />Location: 614, 618, 702, 706 S. <br />Phillippa Street <br />City of South Bend <br />STAFF REPORT September 13, 1999 <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "C" Commercial, "D" Height & Area to <br />"A-1" Residential, "D" Height & Area to allow <br />one and two family homes. <br />EXISTING LAND USE: The property currently contains single family <br />homes and a commercial building converted for <br />residential use. <br />SURROUNDING LAND USE AND ZONING: Located to the north, south and west are <br />single family homes zoned "B" Residential, "A" <br />Height & Area; and to the east are single <br />family homes zoned "C" Commercial, "D" Height <br />& Area. <br />ACCESS: Access to the sites is from Phillippa Street. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total site to be rezoned is 20,400 square <br />feet. <br />ENVIRONMENTAL DATA; A check of the Agency's maps indicates that no <br />public wells, flood zones, wetlands, or <br />environmental hazard areas are present. <br />SITE PLAN: A site plan is not required for rezonings to <br />"A-1" Residential. <br />AGENCY COMMENTS: <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation. Although the staff <br />would not normally recommend zoning single <br />family homes to "A-1", the surrounding area is <br />zoned for multi-family use and the commercial <br />building will be used as a duplex.
