CTP Application
Innovation park @ Notre Dame
ATTACHMENT B
Page 2
5. Evidence of local government financial participation in the establishment of the CTP.
The City of South Bend ,the University of Notre Dame and Project Future, which
represents the City of South Bend, St. Joseph County, and many of the larger corporations
and educational institutions of the area, spent in excess of $150,000 on the planning for and
development of the Parkin 2006. Additional funds were expended in prior years to fund
the initial studies of park feasibility. Project Future continues to provide the funding for
development efforts in 2008.
The significant participation of the City of South Bend in the IP@ND is detailed in the
attached business plan.
Briefly, the City of South Bend:
Is providing services to the Campus Site, including water, sewer, road and
communications infrastructure.
The City has and will continue to address all acquisition, clearance, environmental
cleanup, repatt, and new infrastructure costs associated with the Studebaker Site.
The City of South Bend is a substantial investor in the joint Notre Dame and City of
South Bend Eddy Street Commons Development. This development is providing
conference, meeting and support facilities, and supplemental office space to the
Campus Site, attributes found in all successful U.S. technology and innovation
parks, thus relieving the project of the requirement to provide for this space in the
formal research, incubation and commercialization facilities.
The City of South Bend has agreed to direct a pending Federal grant of $784,000 to
the IP@ND.
6. An agreement with an Indiana institution of higher education requiring that institution to make a meaningful
monetary or in kind contribution to the park.
The substantial initial participation and long-term commitment of the University of Notre
Dame is detailed in the attached Business Plan. The University has agreed to financially
backstop the operational and facility costs associated with the IP@ND.
7. Agreement between IEDC and the applicant regarding
• The types of businesses eligible to locate in the park; and
• "The types of businesses located within the park from which revenue may be recaptured for use
within the park.
Tenants in the park are expected to include:
• Start-up companies based on intellectual property or technology platforms
emerging from Notre Dame, or in collaboration with another university or college
in the region,
7
