( "Holladay"), has prepared a comprehensive development plan for <br />property formerly known as the Waggoner Dairy Farm and adjoining property located south of <br />Adams Road, and east and west of the U.S. 31 Bypass (northwest of the City of South Bend). <br />This plan has been developed over time through a collaborative effort between Holladay, the <br />City of South Bend, St. Joseph County and residents in the Michiana area, all of whom <br />contributed ideas and addressed concerns related to the proposed development. <br />As a result of these collaborative efforts, Holladay is prepared to introduce this plan <br />which will involve the annexation and zoning of approximately 275 acres of property according <br />to a "Planned Unit Development" which identifies the general location and uses for property to <br />facilitate future development. As you will see, the proposed Planned Unit Development <br />contemplates that the project will be a mixed use, including space allocated for construction of <br />light industrial/warehouse, hotels, destination retail locations, neighborhood retail development, <br />medical/office parks, technology centers, restaurants, town homes and single family residences. <br />Overall, this project represents one of the largest and most important projects within our area in <br />quite some time. <br />In order to move to the next phase of development, the owners of 100% of the property <br />involved in the development request that the Common Council of the City of South Bend <br />consider and approve an Ordinance (a) annexing approximately 275 acres of property as <br />described in the enclosed Ordinance, and (b) immediately following such annexation, zoning all <br />such annexed property (excluding rights -of -way) in accordance with the Planned Unit <br />Development ("PUD') proposed by Holladay.
