AGENDA REVIEW SESSION DECEMBER 3, 2015 422 <br />- Opening of Quotes — 100kW and 60kAJ Generators <br />Mr. Jacob Klosinski, Environmental Services, stated these generators are for the lift stations in <br />the event of power outages. Ile noted it helps to have two in case multiple lift stations are out at <br />the same time. Mr. Klosinski stated he is quoting the dit%rent capacity generators separately for <br />budgeting constraints. He noted they will see what the quotes come in at and determine which <br />ones they can afford. Mr. Gilot questioned if there are limitations on noise levels in the <br />specifications. Mr. Klosinski confirmed there are, adding there is no way to completely quiet <br />them, but there are some limitations. <br />Rescind Bid Award and Re -award Bid — Masonry Restoration at the Century Center — <br />Mr. Mike Carey, Engineering, stated when this project was first advertised, the award was for <br />Phase I and the alternate and Phase II. He noted the additional unit pricing work in the specs was <br />not awarded. He is now asking to rescind Phase 11, and award the unit pricing. Mr. Carey <br />confirmed it was to the same vendor, the bid order was not affected. Mr. Gilot questioned if they <br />had already proceeded work. Mr. Carey stated they had not, they are still working on Phase I. <br />- Traffic Control Devices <br />Ms. Theresa Harrison, Engineering, stated the request for a handicapped accessible parking sign <br />at 2629 Fredrickson was given an unfavorable recommendation because there is a flat driveway <br />with alley access available. She noted that the front door has steps, making it less accessible for a <br />handicapped individual. She presented a picture of the residence to the Board. Mr. Gilot stated <br />she might ask the Street Department for the alley to be graded, noting it appears there is a large <br />puddle in the alley which may be the reason they don't want to use the alley for access. <br />- Special Purchases — Street Light Poles <br />Attorney Schmidt stated it is his recommendation that these get quoted separately. He noted the <br />Traffic and Lighting Department is confident these are sole source equipment supplied by one <br />vendor. He stated there is no reason it can't be confirmed that these are sole source by requesting <br />quotes. Mr. George King, Purchasing, stated he would work with the department on soliciting <br />quotes, adding they would break them down by areas of town. He noted the dollar amounts <br />would not require Board action and requested they be removed from the agenda. <br />PRIVILEGE OF THE FLOOR _ <br />Mr. George King, Purchasing, stated he wanted to make the Board aware of an issue he has been <br />dealing with regarding the MBE/WBF. good faith efforts. He informed the Board he has been <br />contacted by B&J Excavation with complaints that no contractor has contacted them in two (2) <br />years to work as a subcontractor. "They questioned whether the City is confirming good faith <br />efforts are being followed by the prime contractors before awarding. He noted City Ordinance <br />calls for inclusion of MBElWBE workers, and bidders must complete the Forms showing good <br />faith efforts. Mr. King stated he found that B&J, however, is not registered with the State of <br />Indiana as a MBEJWBE certified business. The Board agreed they don't qualify as a MBE/WBE <br />business unless they we registered. Mr_ King noted it is important the City confirm the bidders <br />are following the requirement of the forms before making an award recommendation, as <br />Attorney Schmidt always reminds everyone when reading the bids into the record. <br />No other business came before the Board.
