Szabo <br /> Agenda: Bill 25-15 Amend Chapter 16 in SBMC Book Regarding to <br /> Provide Yard Waste Removal Solely from City <br /> Furnished Containers <br /> Bill 26-15 Amend Chapter 16 in SBMC Book Regarding <br /> Adjusting Fees for City Collection of Disposal of <br /> Refuse <br /> Bill 40-15 Amend Chapter 17 in SBMC Book Updating <br /> Section 17-14 Addressing Drain & Downspouts <br /> Disconnection Requirements <br /> Bill 68-15 Amend Chapter 6, 17& 18 in SBMC for Rules for <br /> Permit Changes for Storm Water Construction <br /> in the R-O-W <br /> Dr. David Varner,Chair of the Utilities called the hearing to order indicating there was a quorum present <br /> to consider the four bills on the agenda. <br /> The first was bill 25-15. This bill would require the use of city provided containers for the removal of <br /> yard waste. Eric Horvath, Director of Public Works, made the presentation. He said the use of city <br /> provided containers would be more efficient and safer for the collectors. The plan would include a once <br /> a month free pickup of one cubic yard of materials. <br /> Several Councilmembers asked clarifying questions. During the citizen comment portion Mr.Szabo <br /> spoke against the bill. He said the proposed containers were too large for citizens to maneuver and <br /> store...robotic arm trucks were too expensive...and rear manually loaded trucks were better. Kathy <br /> Cekanski-Farrand, Council Attorney,said language in the bill needed a rewrite. With that Eric asked the <br /> bill be continued until the next meeting on November 23, 2015. <br /> The next bill 26-15 would adjust fees for collection of solid waste. Eric Horvath again made the <br /> presentation. He used a handout and overhead to defend his request. (Attached) He said expenses <br /> had risen every year since the last fee increase in 2008. Reserve cash balances were diminished to an <br /> inadequate level. Additionally,the robotic are system was much safer for pickup crews. <br /> 1 <br />
