The Rental <br /> Rehabilitation Program, enacted into law in the Housing and <br /> Urban-Rural Recovery Act of 1983, provides financial assistance <br /> for rehabilitation of rental units in selected neighborhoods . <br /> The units must be occupied by lower income persons and Section 8 <br /> Certificates assist in making the project feasible for the <br /> property owner. <br /> Due to the additional Section 8 certificates available to South <br /> Bend because of the Housing Allowance Program, it is uncertain <br /> that South Bend will receive certificates to operate this <br /> program. The Mayor has made a written request to Steven <br /> Bollinger, Assistant Secretary for Community Planning and <br /> Development, to determine the status of certificates for South <br /> Bend. South Bend is eligible to receive $81 ,700 for this program <br /> but the Section 8 certificates are essential . <br /> The application is due July 9 , 1984 and we will proceed in <br /> anticipation of a favorable resolution.
