REGULAR MEETING SEPTEMBER 8.2015 299 <br />body for the City of South Bend, Indiana (`City") and the Board has the authority under the laws <br />of Indiana to purchase, acquire and lease property; and <br />WHEREAS, the Law Enforcement Support Office (LESO), facilitates a law enforcement <br />support program, which originated from the National Defense Authorization Act of Fiscal Year <br />1997; and <br />WHEREAS, LESO allows for the transfer of excess Department of Defense property <br />that might otherwise be destroyed to law enforcement agencies across the United Slates; and — <br />WHEREAS, since its inception, LESO has transferred more than $5,400,000,000 worth <br />of property at reduced costs; and <br />WHEREAS, more than 8,000 law enforcement agencies have enrolled in the LESO <br />program; and <br />WHEREAS, the Board have determined that the LESO program could generate <br />substantial savings for the City and its Police Department; and <br />WHEREAS, the Board hereby designates the Chief of the City's Police Department <br />(Chief), or his designee, as its authorized representative to manage the City's participation in <br />LESO; and <br />WHEREAS, the Board hereby authorizes the Chief, or his designee, to make special <br />purchases through LESO auctions. <br />NOW, THEREFORE, BE IT RESOLVED by the City of South Bend Board of Public <br />Works as follows: <br />1. The City may participate in the LESO program. <br />2. The Board hereby authorizes Chief Ronald Teachman to manage the City's <br />enrollment and ongoing participation in the LESO program. <br />3. Chief Teachman, or his designee, must present the Board with a written report <br />outlining any procurements under the LF,SO program at the City's Board of <br />Public Works meetings immediately following said procurement. <br />4. This Resolution shall be in full force and effect after its adoption by the City of <br />South Bend Board of Public Works. <br />ADOPTED at a meeting of the Board of Public Works of the City of South Bend, Indiana <br />held on September 8th, 2015, at 1308 County -City Building, 227 West Jefferson Boulevard, <br />South Bend, Indiana 46601. <br />CITY OF SOUTH BEND <br />BOARD OF PUBLIC WORKS <br />s/ Gary A.
