Therefore, Mr. Relos made a <br />motion that the recommendation be accepted and the quotation be awarded as outlined above. <br />Ms. Maradik seconded the motion, which carried. <br />NON REVERTING) <br />Lt. Christopher Voros, Police Department, advised the Board. that on August 25, 2015, <br />quotations were received and opened for the above referenced equipment. After reviewing those <br />quotations, Lt. Voros recommended that the Board award the contract to the most responsive and <br />responsible bidder, B&W TEK, Inc., 19 Shea Way, Newark, Delaware 19713, in the amount of <br />$42,675.00. Division Chief Gary Horvath informed the Board that although this was not the low <br />quote, it was the only one responsive and responsible. He explained that the other quote received <br />from Thermo Scientific Portable Analytical Instruments was not responsive to the customized <br />library availability and the WI FT connectivity features that were listed in the specifications. <br />Attorney Michael Schmidt stated he reviewed both quotes and it was clear that B&W Tek <br />adhered to the specifications and Thermo Scientific did not. He noted the Police Department <br />needed to provide to the Board a Memo detailing the non -responsiveness of Thermo Scientific, <br />but at this point he was comfortable with declaring them non -responsive. Mr. Gilot stated that <br />since Legal was comfortable with the award as outlined, the Board wouldproceed with the <br />award, subject to receipt of a Memo form Lt. Voros for the Board's files. 'llmerefore, Mr. <br />Pawlowski made a motion that the recommendation be accepted and the quotation be awarded as <br />outlined above subject to a memo from the Police Department for the Board's files. Mr. Relos <br />seconded the motion, which carried. <br />APPROVAL OF REQUEST TO REJECT BIDS AND RE ADVERTISE 2015 PARKING <br />GARAGE DECK COATINGS — PROJECT NO. 115-074A PARKING GARAGE FUND <br />In a memorandum to the Board, Mr. Corbitt Kerr, Engineering, requested permission to reject all <br />bids for the above referenced project for Division A, and re -advertise, due to all bids coming in <br />over budget. Therefore, upon a motion made by Mr. Relos, seconded by Ms. Maradik and <br />carried, the above request was approved. <br />APPROVF. CHANGE ORDER NO. 1 — WASTEWATER TREATMENT PLANT <br />NITRIFICATION TOWERS DEMOLITION — PROJECT NO. 114-076 2011 SEWER BOND <br />Mr. Gilot advised that Mr. Jacob Klosinski, Environmental Services, has submitted Change <br />Order No. 1 on behalf of Indiana Earth, Inc., 10343 McKinley Highway, Osceola, Indiana <br />46561, indicating the contract term be increased by thirty (30) days, with a new project <br />completion date of September 17, 2015. Upon a motion made by Mr. Relos, seconded by Ms. <br />Maradik and carried, the Change Order was approved. <br />APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS IGNITION <br />PARK IDENTITY SIGNAGE — PROJECT NO 115-103 (RIVER WEST DEVELOPMENT <br />AREA TIF) <br />In a memorandum to the Board, Mr. Roger Nawrot, Engineering, requested permission to <br />advertise for the receipt of bids for the above referenced project. Therefore, upon a motion made <br />by Mr. Relos, seconded by Ms. Maradik and carried, the above request was approved. <br />(PARKING GARAGE FUND) <br />In a memorandum to the Board, Ms. Blair Bennett, Engineering, requested permission to <br />advertise for the receipt of bids for time above referenced project.
