AGENDA REVIEW SESSION SEPTEMBER 3, 2015 292 <br />BID: $299,785,00 <br />INDIANA EARTH <br />10343 McKinley <br />Osceola, IN 46561 <br />Bid was signed by: Mark Osler <br />Contractor's Non -Collusion Affidavit, Non -Debarment Affidavit, Certification Regarding <br />Investment with Iran, Employment Eligibility Verification, Non -Discrimination <br />Commitment for Contractors and Certification of Use of United States Steel Products or <br />Foundry Products was submitted. <br />Five percent (5%) Bid Bond was submitted. <br />BID: $269,500.00 <br />Upon a motion made by Mr. Gilot, seconded by Mr. Relos and carried, the above bids were <br />referred to Community Investment and Engineering for review and recommendation. <br />AWARD BID — WASTEWATER TREATMENT PLANT SECONDARY TREATMENT <br />IMPROVEMENTS — (PROJECT NO 114-053� <br />Mr. Jacob Klosinski, Environmental Services, advised the Board that on August 25, 2015, bids <br />were received and opened for the above referenced project. After reviewing those bids, Mr. <br />Klosinski recommended that the Board award the contract to the lowest responsive and <br />responsible bidder Thieneman Construction, Inc., 17241 Foundation Parkway; Suite 100, <br />Westfield, Indiana 46074, in the amount of $11,885,000.00. Mr. Klosinski noted the funding for <br />this project was through the 2012 Bond and Capital and requested, therefore, that the Board <br />approve the award subject to the appropriation of capital funds. Therefore, Mr. Reins made a <br />motion that the recommendation be accepted and the bid be awarded subject to appropriation of <br />Capital funds. Ms. Maradik seconded the motion, which carried. <br />Board members discussed the following items) from the agenda. <br />— - Opening of Quotations — Fire Station No. 6 Addition <br />Assistant Chief Todd Skwarcan stated this project is inside the Fire Station No. 6 property, and <br />consists of enclosing a patio. He added they would like to open and award at Tuesday's meeting. <br />- Open Air License <br />Ms. Michelle Adams. Licensing, informed the Board that she has since had recommendations <br />from the Fire Department and Building Department to deny this application for Mama's <br />Treasures Flea Market for an open air license. She stated that due to this being a Class 1 entity <br />operation, it requires restroom facilities to be available. She requested the application be <br />removed from the agenda. <br />- Award Bid — 2015 Parking Garage Deck Coatings <br />Mr. Corbitt Kerr, Engineering, stated this award is for the Wayne St. garage. He noted he would <br />need to add to reject bids for Division A and re -advertise to the agenda due to the bids coming in <br />higher than anticipated. Mr. Kerr stated the specifications on the Wayne St, garage were written <br />to accommodate the packers who will be moved to the Century Center parking lot for ten (10) <br />days. <br />Change Order— Nitrification Towers <br />Mr. Jacob Klosinski, Environmental Services, stated this increase is for time only and includes <br />weather days for excessive rain. <br />- Request to Advertise — Treatment Plant Grit and Screenings Improvements <br />Mr, Jacob Klosinski stated this is a re -advertisement due to bids coming in over budget. Mr. <br />Gilot emphasized they shouldn't economize to reduce the cost and jeopardize the quality of the <br />— work. Mr. Klosinski confirmed they did not. <br />- Amendment to Professional Services Agreement —Arcadia U.S., Inc. <br />Mr. Klosinski informed the Board that a portion of this fee could be recoverable through <br />damages from the contractor, noting it was for the cost to the City to retain the engineer longer to <br />accommodate the time extension on the project. Mr. Gilot asked if there was specific contract <br />language to cover that. Mr. Klosinski confirmed there was. <br />- Award Quotation— 2015 South Bend Water Leak Survey <br />Mr. Ed Herman, Water Works, stated this is a new contractor for the City. IIe stated Water <br />Works discussed safety and other issues with American Leak Detection and felt comfortable <br />
