Section 11. The word "owner" as used 'herein shall mean any person who owns,keeps or harbors any dog other than puppies not more than three weeks old,and other than dog breeders,holding Rear Licenses,as provided by the statutes of the State of Indiana. Section 12. It shall be unlawful for any owner to wilfully and negligently allow any dog so owned by him to run at large within the city limits of the City of South Bend unless said dog shall be immunized against rabies and tagged,as provided above,or unless said dog shall be so muzzled as to render it impossible to bite a human being. Section 13. Nothing set forth herein shallhave the force and effect of releaving the owner of any dog from complying with all statutes of the State of Indiana pertaining to dogs,or relieve the owner from liability for damages inflicted by said dog to the per -son or property of other persons. Section 14. No dog immunized against rabies,as a£oresaid,and provided with a metal tag as aforesaid,or muzzled,as aforesaid, shall be killed by the police officers of the City of South Bend, while running at large unless said dog is manifestly vicious or suffering from rabies, Section 15, It shall be the ;duty of every person owning a dog which has been attacked or bitten.by a dog or other animal showing symptoms of rabies,to immediately notify the Board of Health of such fact and upon demand of said Board of Health shall surrender said dog to said Board of Health for quarantine and ea- amination. Section 160 Any person who violates any of the provisions of this ordinance shall upon conviction thereof be fined any sum no less than Ten Dollars (10) nor more than One Hundred Dollars ($I O). Section 12. All ordinances and parts of ordinances in conni t herewith are hereby repealed in so far as they conflict with the provisions of this ordinances � � e -Al ,D 6 �,
