REGULAR MEETING AUGUST 11, 2015 265
already pulled a permit, will the new rules affect them? Mr. Kerr stated any existing permits, and
those that will be pulled and completed in the next two (2) weeks, will be allowed to follow the
original policy. Mr. Eric Horvath, Director of Public Works, suggested that if a permit has
already been pulled, the contractor should be allowed to follow the previous policy, but any
permit pulled from today on should follow the new regulations. Mr. Kerr explained two (2)
weeks would allow time to do mailings and update the city website. Mr. Gilot stated it would be
nice to allow a thirty (30) day grace period, but since utility companies have already been
informed of the coming changes, two (2) weeks should suffice. He stated the Board would
approve the policy with any project completed in the next two weeks to be exempt from the new —
rules. Therefore, upon a motion made by Mr. Relos, seconded by Mr. Mueller and carried, the
revised City of South Bend Specifications and Standard Details for Utility Cuts were adopted by
the Board of Public Works to go into effect on all projects not completed two (2) weeks from
today.
APPROVAL OF AGREEMENTS /CONTRACTS/PROPOSALS /ADDENDA
The following Agreements /Contracts/Proposals /Addenda were submitted to the Board for
approval:
Type
Business
Description
Amount/
Motion/
Funding
Second
License
Dell
Annual Renewal of
$242,366.48
TABLED
Agreement
Microsoft Office, Email,
Per Year for
Relos/
User CALS and Server
Three (3)
Mueller
Licenses
Years, Total
$727,099.44
(State QPA)
IT Operatin )
Amendment
Indiana Housing &
Hardest Hit Funds
$215,843
Relos/
to
Community
Amendment No. 5/Renewal
Paid to City
Mueller
Professional
Development
No.4- Foreclostue
Services
Authority
Counseling Services
Agreement
IHCDA)
Professional
Indiana Housing &
Foreclosure Counseling
$30,000
Relos/
Services
Community
Services provided. by City
Paid to City
Mueller
Contract
Development
Authority
(IHCDA)
Amendment
Crowe Horwath,
2014 County PSAP Bond
$17,000
Relos/
to Project
LLP
Structure Issues Resolution
(New Total
Mueller
Assignment
(Addition to 2015
Amount
EDIT /Parks Bond Financial
$55,000)
Advisor Tasks)
(Bond
Proceeds
Professional
Areadis US, Inc.
Develop Revised Total
$31,000
Relos/
Services
Coliform Rule Sampling
(Water Works
Mueller
Agreement
Plan and Water Quality &
Operating)
Regulatory Compliance
Assistance
Grant
Department of
Administrative Support for
$2,000
Relos/
Agreement
Community
Rental Housing Assistance
(Continuum of
Mueller
Investment
Care)
Grant
Oaklawn
Supportive Rental IIousing
$97,536
Relos/
Agreement
Psychiatric Center,
Assistance
(Continuum of
Mueller
Inc.
Care)
Addendum
Urban Enterprise
Additional funding for
$100,000
Relos/
to
Association of
fapade matching grant
(COIT)
Mueller
Agreement
South Bend, Inc.
program for Lincoln Way
West and Western Avenue
Professional
Redevelopment
Dedicated Engineer for
$32,117.76 for
Relos/
Services
Commission
Redevelopment Commission
2015;
Mueller
Agrzeement
Projects (RDC to pay 80% of
$54,596.74 for
salary & benefits)
2016
WDA)
