* If the building is sold or management changes in five oi• ten years can the new
management alter the mix of the income levels for which the apartments are set aside?
We wish to reiterate that we do not oppose housing being constructed as part of the re-
development of LaSalle Square but we have many concerns about this project as currently
proposed. We question the outdated practice of dramatically increasing the density of
very low income people in such a small area given the proximity to another low-income
complex of almost 200 units, Beacon Heights, two blocks away.
We have high expectations for this project and want to work with city officials, Faith
Apostolic Temple and all stakeholders to make the re-development of LaSalle Square a
rousing success. We believe the approach to this project must not be limited to a
"business as usual" group think that the west side is only suitable for another cookie
cutter project.
In closing, while we want the rezoning process to move forward we do have many
questions about what is on the table presently. We remind all stakeholders and city
officials that this project is a tremendous opportunity for South Bend. An opportunity to
make the re-development of LaSalle Square a model development that cities across the
country will want to study and emulate.
Sincerely,
Jerry Niezgodski
Chairman, Lincoln Way West Gateway Association
