I don't know if we can have a councilmember to help run this. <br />As that would be my concern. <br />Councilmember Henry Davis, Jr. made a motion for approval of 15 -35 with a caveat of submitting <br />a criteria to the council for this particular program. Councilmember Davis seconded the motion <br />Council President Scott inquired can you define criteria, Councilmember Davis, Jr. stated youth <br />programs involve what youth are included are they low income, beneficiaries of low- income <br />housing that's what I am asking for to set criteria. Councilmember Dieter confirmed so you would <br />like them to have a more defined criteria. <br />Councilmember Dieter — So we have a motion and a second to pass this with criteria to go to the <br />council for further discussion or to just go to the council? Councilmember Davis, Jr. responded <br />well at that point it goes off to public works. <br />Council President Scott — If this passes the way it's written right now. Three councilmembers <br />would be a part of the writing of the RFQ in moving this word. As me sponsoring this I would <br />champion getting criteria and specifications from you guys to make sure that it is written to move <br />forward correctly kind of like what we did with Chronic Nuisance. <br />Councilmember Henry Davis, Jr made a motion for approval of 15 -35 with a caveat of submitting <br />a criteria to the council for this particular program. Councilmember Oliver Davis seconded the <br />motion which was defeated by a roll call vote of four (4) ayes by Councilmember Henry Davis, <br />Jr., Councilmember Valerie Schey, Councilmember Oliver Davis, and Derek Dieter and five (5) <br />nays. <br />Councilmember Mr. Gavin Ferlic made a motion to adopt resolution 15 -35. Councilmember Dr. <br />David Varner seconded the motion which carried and the Resolution was adopted by a roll call <br />vote of eight (8) ayes and one (1) nay by Councilmember Oliver Davis. <br />15 -63 A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA, APPROVING THE ISSUANCE OF SCRAP <br />METAL /JUNK DEALER /RECYCLING OPERATION LICENSES FOR <br />CALENDAR YEAR 2015 PURSUANT TO SECTION 4 -51 OF THE <br />SOUTH BEND MUNICIPAL CODE <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROVING THE ISSUANCE OF SCRAP METAL/ JUNK DEALER/ RECYCLING OPERATION <br />LICENSES FOR CALENDAR YEAR 2015 PURSUANT TO SECTION 4 -51 OF THE SOUTH <br />BEND MUNICIPAL CODE <br />WHEREAS, Section 4 -51 of the South Bend Municipal Code sets forth the regulations <br />addressing the licensing of scrap metal dealers, junk dealers and recycling operations; and <br />WHEREAS, on August 10, 2015 the Ordinance Violation Bureau Clerk provided written <br />notice to the City Clerk that the following businesses: <br />SMS Paul's Auto Yard, LLC —3300 S.
