REGULAR MEETING JULY 14, 2015 238 <br />built directly along the right of way and necessitate an approach on Lincolnway. Area Plan stated <br />the vacation would not hinder the growth or orderly development of the unit or neighborhood in <br />which it is located or to which it is contiguous. The vacation would not make access to the lands <br />of the aggrieved person by means of public way difficult or inconvenient. The vacation would <br />not hinder the public's access to a church, school or other public building or place. The vacation <br />would not hinder the use of a public right-of-way by the neighborhood in which it is located or to <br />which it is contiguous. Therefore, Mr. Relos made a motion recommending approval of the <br />request for vacation subject to a non -access easement on Lincolnway. Ms. Maradik seconded the <br />motion which carried. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Relos, seconded by Ms. Maradik and carried, the following traffic <br />control devices were approved: <br />NEW INSTALLATION: Handicapped Accessible Parking Space Sign <br />LOCATIONS: 1313 N. Elmer <br />1018 N. Brookfield <br />217 E. Fairview <br />REMARKS: All Criteria Has Been Met <br />DENY TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Relos, seconded by Ms. Maradik and carried, the following traffic <br />control devices were denied: <br />NEW INSTALLATION: Handicapped Accessible Parking Space Sign <br />LOCATIONS: 609 S. 27"' St. — Paved, flat access from garage in back. <br />Steps in front of house. <br />920 S. Edison — Existing Driveway <br />REMARKS: All Criteria Has Not Been Met <br />APPROVE REVISED WASTEWATER DISCHARGE PERMIT(S) <br />In a Memorandum to the Board, Mr. Caleb Hunsberger, Division of Environmental Services, <br />submitted the following Wastewater Discharge Permit(s) revised to meet new limits and <br />recommended approval: <br />Honeywell International, Inc., 3520 Westmoor St. <br />Noble Americas South Bend Ethanol, LLC., 3201 W. Calvert St. <br />I/N Tek — I/N Kote, 30755 Edison Rd. <br />Imagineering Finishing Technologies, 3722 Foundation Ct, <br />Imagineering Enterprises, Inc., 1302 West Sample St. <br />Suzuki Garphyttan Corporation, 4404 Nimtz Parkway <br />Federal Mogul, 3605 W. Cleveland Rd. <br />There being no further discussion, upon a motion made by Mr. Relos, seconded by Ms. Maradik <br />and carried, the revised permits were approved. <br />RATIFY APPROVAL OF CONTRACTOR BONDS <br />Mr. Anthony Molnar, Division of Engineering, recommended that the following Contractor <br />Bonds be ratified pursuant to Resolution 100-2000 as follows: <br />Business <br />Bond Type <br />yp <br />Approved/ <br />Released <br />Effective Date <br />Dekes Construction Inc <br />Contractor <br />Approved <br />May 28, 2015 <br />Three D Structural LLC <br />Contractor <br />Approved <br />June 30, 2015 <br />T.J. Emsberger <br />Contractor <br />Approved <br />July 2, 2015 <br />Mr. Relos made a motion that the Bonds approval as outlined above be ratified. Ms. Maradik <br />seconded the motion, which carried. <br />APPROVE CLAIMS <br />Mr. Relos stated that a request to pay the following claims in the amounts indicated has been <br />received by the Board; each claim is fully supported by an invoice; the person receiving the <br />goods or services has approved the claims; and the claims have been filed with the City Fiscal <br />Officer and certified for accuracy. <br />
