All ordinances or parts of ordinances <br />in conflict herewith are hereby repealed. <br />If any of the Sections or provisions of this <br />ordinance shall be held invalid, such invalidity shall not be <br />construed to invalidate, affect or change the other sections <br />or provisions hereof. <br />Section 19.
