CITY OF SOUTH BEND PETE BUTTIGIEG, MAYOR <br />DEPARTMENT OF PUBLIC WORKS <br />May 20, 2015 <br />Mr. Tim Scott <br />President, South Bend Common Council <br />4t^ Floor, County -City Building <br />South Bend, IN 46601 <br />Re: Ordinance Amendment to South Bend Municipal Code Chapter 17, Article 7, Lowering the Sewer <br />Insurance Program Deductible and other Program Changes <br />Dear President Scott: <br />The City has implemented new policies and procedures for administering the Sewer Insurance Program. <br />These changes have allowed the City to decrease their operating expenses and manage the program <br />with a net income over the past few years, and a fund balance has accrued in the Sewer Insurance Fund. <br />As such, it is appropriate to amend the Municipal Code to decrease the portion of program expenses <br />allocated to the sewer insurance customers. <br />The ordinance revisions recommend reducing the customer deductible from $500 to $250 for each <br />occurrence of a covered sewer line repair. In addition, the revisions allow the City to cover the in -kind <br />replacement of landscaping, sprinklers, and hard surface improvements that are impacted as a result of <br />making the sewer repair, up to a maximum dollar limit of $1,000. These costs were previously the <br />customer's sole responsibility. <br />Either Dr. Boyles or I will present this ordinance at the Council's Committee meeting and at the public <br />hearing.
