ATTACHMENT: PART 111 <br />SECTION 1V - BOUNDARY MODIFICATION PROPOSAL <br />PAGE 2 <br />Specific factors important to the Ill ?A in thcir.juslificalion for including these areas are: <br />Nos. 3 and 4 <br />I) InCIUSIPn will allow for more logical zone boundary and eliminates "pockets" <br />relative to both areas. <br />2) Area No. 3 will allow for a more comprehensive approach to the planned <br />redevelopment in the norther section of the Southeast, and any subsequent <br />commercial development opportunities. <br />3) Area No. 4 will provide the availability of zone status and incentives for the vacant <br />building. <br />No.5 <br />1) Current boundary splits neighborhood <br />2) Potential /planned school development carves out this specific area making it logical <br />for inclusion <br />3) Planned redevelopment activities in the northern section of the neighborhood will <br />eliminate residential currently existing there. Those being relocated might be <br />interested in replacement housing within the neighborhood and this inclusion offers <br />existing zone residents the opportunity to remain in the neighborhood and remain a <br />zone resident. Relocations will also take place from the residential area being <br />redeveloped by the school corporation. <br />4) Will allow future activities to blend more fully with the redevelopment and <br />revitalization plans for SFDA (Sample -Ewing Development Area), as the proposed <br />area is included in SEDA. <br />5) Additional residents would be able to take advantage of the Zone Resident <br />Employment Program, allowing the program to address more individuals and be <br />more comprehensive geographically. <br />Area No. 5 does change, but does not violate, the initial criteria in terms of <br />population, poverty level, unemployment, and percentage of zone property by type. <br />Population 1831 <br />Poverty level 25.8% <br />* Unemployment= 14.3% <br />r <br />* Unemployment is calculated with civilian labor force only; number of unemployed t <br />divided by total employable <br />Alo prop <br />
