Another reason for this <br />decline was the advance billing and prepayment of certain licenses (i.e. automotive repair <br />and alarm agent licenses) in December 2009 for the 2010 fiscal year. <br />Licensing fee revenue during 2010 through 2014 has remained consistent and is <br />significantly higher than 2007/2008 revenue levels. <br />
