D. Advise veterans and veterans' families concerning their welfare generally and in addition to the receiving of veterans' aids and benefits as set forth above. 5. The City of South Bend shall be divided into a number of convenient districts and sub - districts, and in each there shall be appointed by the Mayor, and to serve at the pleasure of the Mayor, an Officer who shall be directly responsible to the Chief Service Officer, and who shall, together with such additional personnel as the Mayor shall determine may be necessary, advice and assist in the fulfillment of the purposes of this ordinance within his District. 6.
