Section 5. That the sums of money, enumerated in Sections <br />2, 3, and 4 of this Ordinance, are required for the proper and <br />efficient operation and function of the aforementioned Depart- <br />ments of the Government of the City of South Bend, Indiana, and <br />an extraordinary emergency is declared to exist concerning the <br />foregoing appropriations and transfers. <br />Section 6.
