DIRECTOR <br />TAX ABATEMENT REPORT <br />TO: SOUTH BEND COMMON COUNCIL <br />FROM: SHARON TERRELL ,~ <br />SUBJECT: REAL PROPERTY TAX ABATEMENT PETITION FOR: <br />ELKHART PLASTICS, INC. <br />DATE: November 2, 2006 <br />On October 18, 2006, a petition for real property tax abatement consideration for property located at <br />3300 N. Kenmore Street was filed with the City Clerk by Elkhart Plastics, Inc. Pursuant to Chapter 2, <br />Article 6, Section 2-82 of the Municipal Code of the City of South Bend, this petition was referred to <br />the Department of Community and Economic Development for purposes of investigation and <br />preparation of a report determining whether the area qualifies as an Economic Revitalization Area <br />pursuant to I.C.6-1.1-12.1 and whether all zoning requirements have been met. <br />The Department of Community and Economic Development has reviewed the petition (a copy of <br />which is attached), investigated the area, and makes the following report. <br />PROJECT SUMMARY <br />Elkhart Plastics is a custom plastic processor, utilizing a rotational molding process. Products <br />manufactured include yellow crash barrels for highway safety and a wide variety of large, hollow <br />products shipped up to 500 miles away. The company plans to increase office space by 6,500 square <br />feet and remodel an existing 3,700 square feet to serve as the North American headquarters for <br />Promens, which is the largest rotational molding company in the world and is headquartered in <br />Reykjavik, Iceland. New construction guidelines for Industrial, City-Wide is 10,000 square feet as is <br />rehabilitation. The combined remodeling and additional office space totals 10,200 square feet. The <br />Department of Community & Economic Development believes the intent of the current tax <br />abatement ordinance was 10,000 square feet, whether it is new construction, rehab, or a combination. <br />Consideration of this tax abatement is requested by this office.
