EXCERPTS FRO.7J THE MINUTES OF A <br />REGULAR MEETING OF THE CONLJON COUNCIL OF <br />THE CITY OF SOUTH BEND, IND. <br />The Common Council of the City of South Bend, Indiana, met in the <br />Council Chambers on the lLith day of 14ay, 1951, at the hour of 8 o'clock P. <br />in regular session in accordance with the rules of the Council <br />The meeting was called to order by the President Clem Niezgodski, <br />who presided. <br />On call of the roll, the members of the Council were shown to be <br />present or absent as follows: <br />Present: Councilmen Clem Niezgodski, Stanley Korpal, Albert Tellson, <br />Cloyd Beetle, Walter Glass, Alvin Kemper and Walter Erler• <br />Absent: Councilman Chester Muszynski <br />(Among other proceedings had and actions taken were <br />the following:) <br />The City Clerk presented to the Council proofs of publication and <br />Posting of the notice of the public hearing on the appropriation proposed to be <br />made for the purpose of paying the cost of construction and improvement of streets <br />in the City of South Bend, referred to in Ordinance No. 3816 rhich the Council <br />did consider on first and second readings on the 23rd day of April, 1951, showing <br />that said notice had been published and posted at least ten days Nrior to this <br />date. <br />On motion duly made, seconded and unanimously carried, said proofs <br />of publication and posting were approved. <br />The Comrattee of the Vlhole reported on Ordinance No. 3816 entitled "an <br />Ordinance of the City of South Bend, Indiana, appropriating the sum of Five Hundred <br />Thousand Dollars ((5001000.00) to be applied on the cost of construction and im- <br />provement of streets and expenses incurred in connection therewith", and recommended <br />that said ordinance be passed as introduced. <br />The presiding officer then announced that the Council was ready to hear <br />all taxpayers interested on the Question of the necessity for the appropriation <br />provided for in said ordinance. <br />
