REGULAR MEETING <br />JANUARY 21, 2015 <br />Christmas Eve <br />Thursday, December 24, 2015 <br />Christmas Day <br />Friday, December 25, 2015 <br />New Year's Eve <br />Thursday, December 31, 2015 <br />For purposes of the Critical. Duty Day stipend, the Critical Duty Day shall start at 6:00 a.m., <br />and last 24 hours. <br />SECTION III. Officers assigned to the South Bend Community School Corporation shall, <br />while so assigned, follow the holiday schedule set by the South Bend Community School <br />Corporation for its clerical employees. Officers so assigned shall be eligible for Critical Duty Day <br />pay only if assigned to the Uniform Division and otherwise eligible. <br />ADOPTED this 21st day of January, 2015. <br />BOARD OF PUBLIC SAFETY <br />s/Laura Vasquez, President <br />s/Eddie L. APPLICATION AND DECLARATTON FOR RETIREMENT — <br />ROBERT STOYATOFF <br />President Vasquez advised that Police Chief Ronald Teachman has submitted to the Board the <br />Application and Declaration for Retirement from Detective Sergeant Robert Stoynoff effective <br />February 23, 2015. Chief Teachman noted that he is retiring from the Department in good standing <br />after serving forty-one (41) years, two (2) months and five (5) days. Chief Teachman noted the <br />longevity and stated he hopes Sergeant Stoynoff stays close so they can take advantage of his years <br />of experience and knowledge. Chief Teachman joined the Board in thanking him for his many years <br />of service to the South Bend Police Department and the citizens of South Bend, and wishing him <br />success in his new endeavors. Upon a motion made by Mr. Jones, seconded by Mr. Taylor and <br />carried, the retirement was accepted and approved. <br />ACCEPT AND FILE DONATION TO SOUTH BEND POLICE DEPARTMENT <br />Chief Teachman, Police Department, advised the Board of a generous donation of $500.00 from Mr. <br />and Mrs. Robert Weiss to be used for the purchase of a K9 ballistics vest for the Police Department <br />K9 unit. There being no further discussion, the donation was gratefully accepted and filed. <br />FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — DECEMBER 2014 <br />Chief Teachman stated overall there is a reduction in Part I crimes in spite of an increase in larceny. <br />Normally, he added, the larceny statistics affect the total statistics but in this case, a large reduction <br />in burglaries offset the increase in larceny. Chief Teachman noted murder is up also, but he is proud <br />of the fact that they have been able to solve fifteen (15) of the seventeen (17) murders. Chief <br />Teachman stated there has been a 16% reduction in persons shot in 2014 and a 37% decrease over <br />the last three (3) years. He noted the Shot Spotter technology has increased the community response <br />on call -ins of shots fired by 26 %, adding that evidence collection has increased to 60% with the call - <br />ins, compared to 7% previously. Mr. Miller added that the Shot Spotter technology has improved the <br />relationship with the Police Department and the community. Chief Teachman agreed, noting the <br />resident's feel as though their calls are being responded to more now, that they are being heard. <br />President Vasquez stated that unless there were questions or objections by members of the Board, the <br />statistical analysis report for the month of December 2014, as submitted by the Police Department, <br />would be accepted for filing.
