EXCERPTS FROM TEE MINM7T;S OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA The Common Council of the City of South Bend, Indiana, met in the Council Chambers on the 27th day of September , 1948, at the hour of 8:00 o'clock P M. in regular session in accordance with the rules of the Council. The meeting was called to order by President Niezgodski , who presided. On call of the roll the members of the Council were shown to be present or absent as follows: Present: Councilmen Clem Niezgodski, Stanley Korpal, Albert Tellson, Cloyd Bestle, Walter Glass, Alvin Kemper, Walter Erler and Chester Muszynski Absent: Wm, J. Richardson, Deceased (Among other proceedings had and actions taken were the following :) The City Clerk presented to the Council proofs of publication and posting of the notice of the public hearing on the appropriation proposed to be made for the purpose of paying the cost of construction and improvement of sewers in the City referred,to in Ordinance No. 3661 adopted by the Council on 13th of September , 1948, showing that said notice had been published and posted at least ten (10) days prior to this date. On motion duly made, seconded and unanimously carried said proofs of Publication and posting were approved. The Committee of the whole reported on Ordinance No. 3661 entitled "An Ordinance of the City of South Bend, Indiana, appropriating the sum of One Million Dollars ($1,000,000.00)to be applied on the cost of construction and improvement of sewers and expenses incurred in connection therewith ",
