6L_[(03_ l`f -tl� <br />RESOLUTION NO. <br />A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, PROPOSING THAT MASTER PLAN FOR KENNEDY PARK BE DEVELOPED <br />PRIOR TO THE ISSUANCE OF A PARK BOND <br />Chia" the South Bend Common Council recognizes one (1) of the City's community parks <br />is Kennedy Park, which is located at Olive Street and 2700 Westmoor Street and contains 38.56 <br />acres of park property; and <br />the Common Council further recognizes that the South Bend Parks and Recreation <br />website notes that the following "elements" are located at Kennedy Park: <br />• "Restroom: Two ADA compliant, flush bathrooms <br />• Playgrounds: Two playground units <br />• Softball Fields: Two unlit fields <br />• Baseball Fields: One lighted field <br />• Tennis Courts: Four unlit courts <br />• Aquatic Center" <br />with "...two small pavilions inside the pool area .... [and] multiple picnic tables that are on a first - <br />come first -served basis for all patrons "; and <br />6)f6m%6 the Kennedy Park website notes that the Aquatic Center opened in 2000 and has a <br />slide, tire swing and multiple spray features with fees for enjoying such facilities being: ages 0 -2 <br />free, ages 3 -10 $4, and ages l 1 & over $5 with the hours of operation being 11 am to 5 pm Monday <br />through Saturday and noon to 5 pm on Sunday. This year Park Superintendent Phil St. Clair stated <br />that: <br />"We want to make sure all our residents have the opportunity to visit this first -class <br />facility before summer ends. Cost shouldn't be a barrier for_families to enjoy all that <br />South Bend Parks have to offer... " <br />which resulted in water playground fees for Thursdays and Sundays being waived in the last weeks <br />of the Summer; and <br />If) for the past several years many residents of South Bend and in particular many <br />residents from the Kennedy Park Neighborhood Association have voiced their concerns for the <br />need for more services at Kennedy Park, with many individuals bringing these requests to the <br />Council's Parks, Recreation Cultural Arts & Entertainment Committee, as well as to various <br />Common Council meetings under Privilege of the Floor; and <br />WAg;m in September, the Park Board approved a five -year master plan which outlines in <br />this 177 -page document some of the many park and recreational needs throughout the city; and <br />
