South Bend Redevelopment Commission <br />Regular Meeting — November 10, 2014 <br />There was no business in the Douglas Road Development Area. <br />7. PROGRESS REPORTS <br />Common Council: Ms. Schey reported that the Common Council with the help of Community <br />Investment is considering a change to the tax abatement petition to ask applicants to commit to <br />considering job applications from target populations such as ex- offenders. Where there is a question <br />on an application as to whether an applicant has committed a crime, that question usually causes an <br />applicant's application to be rejected out of hand. Eighteen Indiana municipalities have banned that <br />question. The recidivism of ex- offenders who cannot become employed is much higher. We have <br />approximately 600 ex- offenders released into our community every year. If we can eliminate <br />barriers for those individuals to become gainfully employed, it would be a win -win for everybody. <br />Community Investment has agreed to do amend the language on the tax abatement petition to <br />encourage tax abatement recipients to eliminate that question on their job applications. <br />8. NEXT COMMISSION MEETING <br />The Next Meeting of the Redevelopment Commission is a Rescheduled Meeting at 9:30 a.m., <br />November 24, 2014. <br />9.
